On June 22, at about 1130 AM, a mother was inside the Escondido Public Library with her two children, ages four and six. While inside the library, the mother noticed a man who seemed to be following her and the children up and down the aisles. The woman became concerned and tried to move away, but the man continued to follow them. The man then moved in close and from, just a few feet away began touching himself inappropriately over his clothing and winking at the young children. The mother stared at the man and moved her children away from him. The unidentified man then fled the library.
The mother was initially reluctant to notify the police but, on 06/29/13, she did report the incident to the Escondido Police Department and an investigation was initiated. Through the use of video surveillance and records of prior arrests, the suspect was identified as Kenneth Robert Dunford II, 56, of Escondido. Dunford is a registered sex offender and has numerous prior convictions for Child Annoying and Indecent Exposure. Dunford is on active parole for these prior convictions and he is under constant GPS surveillance. It was confirmed through GPS records and video surveillance that Dunford was inside the Escondido Public Library when this offense occurred. Dunford has been located and taken into custody. Dunford was booked into Vista Detention Facility on charges of Child Annoying with Priors, Lew Act in a Public Place and a violation of the conditions of his Parole.
It is understandable that the parent was initially hesitant to report this incident. Her children were not physically injured and she was able to protect them from Dunford. It would be easy to think the incident might not be worth reporting. However, the mother in this case did the right thing. She re-considered the situation and notified law enforcement authorities. The Escondido Police Department strongly encourages parents to always report suspicious activity committed by adults that is directed towards children, especially when that behavior seems to be sexual in nature.
Dunford is being held without bail.
