On February 9, 2011, officers from the Escondido Police Department were dispatched to the area of East Valley Parkway and Citrus Avenue in Escondido regarding subject who was possibly drunk in public. Officers arrived on scene and contacted a subject who appeared to be too intoxicated to care for his own safety. The subject was evasive regarding his identity during the arrest process.

The subject was transported to the Escondido Police Department where he was subsequently identified with prior booking photographs as Carlos Sanchez Valenzuela, 37 years old, of Oceanside, CA. A records check showed that Valenzuela had been previously deported 8 times and had multiple prior offenses that included, driving under the influence of alcohol, domestic violence, illegal weapons possession, drunk in public and driving without a license.

Valenzuela was booked at the Vista Detention Facility for a violation of PC 647(f), drunk in public and an immigration hold was placed on him by ICE.
