Community Visioning Workshop: The Future of Escondido’s Parks
Help shape the future of Escondido’s parks and open spaces! The City invites residents to participate in one of two interactive Community Visioning Workshops focused on reimagining parks of all sizes throughout Escondido.
From large regional parks to neighborhood and pocket parks, we’re inviting residents to think creatively about how these spaces can better serve Escondido now and in the future.
Workshop Options:
- Option 1: Monday, March 9 at 6 p.m., at the East Valley Community Center (2245 E. Valley Pkwy.)
- This workshop will offer free youth activities for participants.
- Option 2: Saturday, March 14 at 10 a.m., in the Mitchell Room at City Hall (201 N. Broadway)
Light refreshments and snacks will be offered at each meeting.

City Expands Pickleball Facilities at Mountain View Park
The City of Escondido is enhancing recreational opportunities at Mountain View Park with the addition of eight new dedicated pickleball courts, expanding access for one of the community’s fastest-growing sports.
Currently, Mountain View Park features dual-lined courts that support both tennis and pickleball play, accommodating up to three tennis courts or twelve pickleball courts. All existing tennis and pickleball lines will remain in place, allowing continued flexibility and shared use for players.
The addition of eight new dedicated pickleball courts is consistent with the park’s original improvement plan and will bring the total number of pickleball courts at Mountain View Park to 20 once construction is complete.
These improvements are part of the City’s ongoing investment in park amenities and active recreation spaces to serve residents of all ages and abilities.

Wildfire Resilient Home Improvement Rebate Program
The Escondido Fire Safe Council (FSC), in partnership with the San Diego Regional Fire Foundation, has launched a new rebate program to help Escondido property owners make home-hardening improvements that enhance the resilience of their properties against natural disasters, specifically wildfires.
The program offers eligible property owners a rebate covering 50% of approved home‑hardening expenses, up to $425 per household, to install ember‑resistant vents, an essential home‑hardening upgrade proven to reduce structure loss during wildfires.
The rebate is available exclusively to property owners living within the city limits of Escondido. Homeowners are required to submit a paid invoice for the completed work, and before-and-after pictures are encouraged.
Rebate Process:
- Wildfire Risk Mitigation Agreement: Homeowners must sign a Wildfire Risk Mitigation Agreement, which is available from any Escondido Fire Safe Council committee board member.
- Invoice Submission: Submit your paid invoice and description of the work to the Escondido Fire Safe Council at: info@escondidofsc.com
- Review Process: The FSC will review the invoice and work description to ensure they meet the Wildfire Prevention program requirements.
- Reimbursement: Upon verification, the program will reimburse the homeowner up to 50% of the total cost of eligible improvements (a maximum of $425 per house), subject to available funds.
Rebates will be distributed on a first‑come, first‑served basis until funds are exhausted or until the program’s closing date, which has been extended through April 1, 2026. If you believe you’re eligible or are interested in the program, please fill out the rebate interest form, and someone from the Escondido Fire Safe Council will be in touch.

Escondido Fire Department Achieves Prestigious ISO Class 1/1X Rating
The Escondido Fire Department is proud to announce that Insurance Services Office (ISO)-the organization responsible for evaluating fire protection capabilities nationwide-has officially confirmed the department has achieved a Class 1/1X Public Protection Classification (PPC), the highest rating possible for fire protection services in the United States.
This elite designation reflects the department’s excellence in emergency response capabilities, training, fire prevention, water supply, communications, and community risk reduction. Fewer than 1% of fire departments nationwide earn a Class 1 rating, placing Escondido among the top-performing fire agencies in the country.
ISO’s Class 1 Review Team has formally approved and locked in the rating following their comprehensive evaluation. The survey now proceeds to final processing, and ISO will issue the formal letters and detailed report within two to three months. These documents will be shared with the Fire Chief, city leadership, and posted to ISO’s Mitigate platform upon completion.
“This achievement represents years of dedication from every division within the Escondido Fire Department,” said Deputy Fire Chief Tyler Batson. “It showcases our commitment to serve the public and to safeguard the community from the impact of fire, medical, and environmental emergencies through education, emergency services, and enforcement.”
The Class 1/1X rating may offer potential insurance benefits for residents and businesses, depending on insurer guidelines. Community members are encouraged to contact their insurance providers for details.
The department’s next PPC review is scheduled for 2031, with ISO to coordinate outreach in advance of the process.

Construction continues along the Creek Trail, with active work zones throughout the project area. Here’s what you can continue to expect through next few weeks:
- Continue installing irrigation and electrical on both sides between Rose Street and Midway Drive
- Continue installing decorative pavers on Date Street.
Trail users should anticipate the following impacts:
- Day-to-day temporary closures on the north and south side during irrigation and electrical work.
- A continued long-term closure at Date Street on both sides of the creek during improvement work.
Adjacent projects: Emergency Truck Sewer Replacement:
- Emergency repairs continue and will have very minimal impacts near the Creek Trail project limits. For more information, visit the project website.

Recently completed
Crews continue to make steady progress along the Escondido Creek Trail, completing several key improvements over the past few weeks:
- Completed installation of shade structures and exercise equipment pieces at Elm Street and the south side of Beech Street.
- Completed installation of the split rail fencing between Midway Drive and Broadway Street.
- Completed installation of the water bottle filling station at Midway Drive.

Watershed Literacy Program Winner & Winter Program Announcement
In September, the City recognizes Pollution Prevention Month and invites young residents to learn about how to be good stewards of their local environment through the Watershed Literacy Program, a partnership between the City’s Environmental Programs Division and the Escondido Public Library.
This year, Penny S. (pictured) won the program raffle after completing her Watershed Literacy Activity participant packet, which included tasks such as researching definitions of key watershed vocabulary, conducting a 30-minute neighborhood cleanup, and illustrating her own watershed superhero. Great work, Penny!
This winter, Environmental Programs once again invites Escondido kids to think about water by completing the "My Winter Water Journal,” which features a set of seven brief writing prompts that challenge young residents to reflect on how people use, save, pollute, and protect water resources each day for a week.
This program does not include a raffle; instead, participants are invited to share their water resource PSA they created at the end of their week of journaling for it to be featured on the Environmental Programs webpage and/or the City’s social media pages.

Capital Improvement Program (CIP) Community Meeting Recap
Thank you to everyone who attended and participated in the City of Escondido’s recent Capital Improvement Program (CIP) community meetings hosted by our Mayor and City Councilmembers. Your engagement, thoughtful questions, and valuable feedback are essential in shaping the future of our city.
What is the CIP?
The CIP is the City’s long-term plan for maintaining and improving essential infrastructure such as streets, parks, public facilities, stormwater systems, and other community assets. By sharing your input, you help ensure these investments reflect community priorities and support Escondido’s long-term needs.
Meeting Highlights:
During the meetings, City staff shared an overview of the CIP, including funding sources, background information, and project timelines, and offered residents an opportunity to provide input on future projects. Over the course of four community meetings, several key themes emerged:
- Traffic Safety: Residents expressed concerns about improving roadway safety.
- Pickleball Facilities: The growing popularity of pickleball has sparked interest in expanding facilities.
- Homelessness: Continued efforts to address homelessness remain a top priority.
- Measure I Funding: Attendees raised questions about how Measure I funds are allocated.
While not all of these topics fall within the five-year CIP program and budget, they provide valuable insight into community priorities and remain top of mind for City staff and the City Council.
All feedback received during meetings and through written comments on www.YourEscondido.com will be reviewed and considered as City staff continue to work on the CIP and General Operating Budget recommendations.
What’s Next:
- Councilmember Christian Garcia will host the District 3 CIP community meeting on Monday, January 12, 2026 at 6 p.m. in the Mitchell Room at City Hall.
- City staff will compile and evaluate community feedback and share it with the City’s leadership team.
- Updates will be shared with the community via social media and our website as they become available.

Wastewater Billing Error - Update & Information
We’ve identified an error in the calculation of wastewater rates for some of our customers. Rates starting in spring 2024 were mistakenly based on Winter 2023–2024 water use data instead of the Council-approved Winter 2022–2023 data. As a result, some customers were overcharged or undercharged.
- Adjustments are being made to correct this issue, and all overcharged customers will receive a check in the mail. Checks will be issued starting in October.
- On September 17, the Council voted to back bill customers $10 per unit, per month until each account is paid in full.
- Letters are being sent to those who owe due to the calculation error.
- Back billing will not begin until January 1, 2026, and repayment options will be available at the customer’s request.
- We understand that this adjustment may create financial challenges. We’ll work with you to make sure the outstanding balance is corrected in a manageable way. If you’d prefer to set up an alternative payment plan, you must complete a request form. This will be available either on the City’s website https://escondido.gov/FormCenter/Utilities-20/Alternative-Payment-Plan-for-Residential-135 or at the Utility Billing Counter at City Hall.
- The form must be completed and received by the Utility Billing team by December 23, 2025.
- Alternatively, you can choose to pay the total amount at any time.
We sincerely regret and apologize that this error occurred. We recognize the inconvenience and frustration this may have caused. City staff are committed to providing accurate and reliable service and are implementing process improvements to our billing software system.
More about Wastewater Rates
Unlike drinking water, which is metered directly, wastewater is typically estimated based on how much water you use. This is because it's not practical or cost-effective to measure wastewater flow from each home. Since not all water used returns to the sewer system, such as water used for outdoor irrigation or filling a pool, water providers estimate wastewater based on winter water use, when outdoor water use is typically lowest.

Daniel Peterson Joins Escondido Leadership Team as Utilities Director
The City of Escondido is pleased to announce the appointment of Daniel Peterson as Director of Utilities, effective January 5, 2026.
Daniel is an accomplished utility operations leader with more than 15 years of experience managing water, wastewater, and recycled water systems. He began his career in frontline customer service and advanced through roles in finance and operations, building a strong foundation in both technical and policy expertise.
Most recently, Daniel served as Regulatory and Logistics Manager at Santa Margarita Water District, where he supported a highly complex system serving over 210,000 residents. His responsibilities included ensuring regulatory compliance, managing logistics, and leading modernization initiatives. Daniel has successfully implemented digital transformation projects, improved water quality standards, and advanced energy efficiency programs that earned industry awards.
“We are thrilled to welcome Daniel to our team,” said Sean McGlynn, City Manager. “His experience and commitment to innovation will help us continue providing reliable and sustainable utility services to our community.”
The City also extends its appreciation to Kyle Morgan for his exceptional service as Interim Utilities Director during the transition.

Capital Improvement Program (CIP) Community Meetings
The City of Escondido invites residents to participate in a series of Capital Improvement Program (CIP) Community Meetings this December. These meetings will provide an inside look at how the City plans and funds infrastructure projects, including how Measure I funds are used, and offer opportunities for residents to share input on priorities for the 2026–2030 CIP.
Each meetings will include a presentation followed by an open-house format, where subject matter experts from Public Works, Utilities, Finance, and other departments will be available to answer questions about specific projects and programs.
Community members are welcome to attend any meeting, regardless of which district they live in.

The City of Escondido is pleased to announce the appointment of Kevin Snyder as its new Director of Development Services, effective November 17, 2025.
Kevin brings more than 33 years of experience in both the public and private sectors, with a broad range of expertise in executive leadership, organizational development, community planning, and economic development. He is highly skilled in zoning, housing, transportation, and environmental planning, and has managed large operating budgets and multi-million-dollar capital improvement programs.
Most recently, Kevin served as the Development Services Director for the City of Chandler, Arizona, where he led a team of 86 multi-disciplinary professionals and oversaw a $32 million operating budget and a $28 million capital improvement program. He has also held leadership roles in California, Oregon, and Washington.
Throughout his career, Kevin has been recognized for his collaborative approach, commitment to employee development, and ability to build strong partnerships across departments, agencies, and communities. He has extensive experience facilitating City Council retreats, community meetings, and organizational initiatives that foster innovation and high performance.
In his new role with the City of Escondido, Kevin will oversee planning, building, engineering, and code compliance functions, helping guide the City’s vision for responsible growth, revitalization, and long-term sustainability.
“We’re excited to welcome Kevin to Escondido,” said Escondido City Manager Sean McGlynn, “His depth of experience and collaborative leadership style will be an asset as we continue to enhance our community and plan for the future.”

Road Closure Notice: Lake Wohlford Road Closure Phase 2 – November 12-22 (24 Hrs/Day, Weekdays Only)
As part of the City of Escondido’s Annual Maintenance Program, Lake Wohlford Road will be closed to through traffic between Lake Wohlford Court and the JEB Sand & Gravel Quarry entrance from Wednesday, November 12, through Friday, November 21, 2025 (weekdays only, Saturday and Sunday the road will be open).
This will be a complete closure during this time (24 Hours Each Day).
- Crews will be performing repairs to the roadway, signage, striping, k-rails, and drainage to improve conditions, increase traffic safety, and extend the life of the pavement.

The City of Escondido is proud to celebrate the 22nd anniversary of Queen Califia’s Magical Circle, the iconic public art space created by internationally renowned artist Niki de Saint Phalle, with a week-long series of free public events open to all.
From October 20 to October 26, the Magical Circle will offer extended hours and host a variety of daily activities for visitors of all ages. These events are meant to honor the visionary work of Niki de Saint Phalle and the ongoing legacy her gift continues to bring to the City.
"I’m continually inspired by Queen Califia’s Magical Circle," said Sandra Aguilar, Public Art Liaison. "It’s more than a space, it is a powerful reminder of what creativity can do. Surrounded by the natural landscape, this bold, colorful art piece invites imagination and wonder. It transports you. This celebration is a tribute to Niki de Saint Phalle’s vision and to the dedicated and passionate docents and volunteers who make it possible for the Circle to remain open for everyone to experience, all year long."

Queen Califia’s Magical Circle is open at no cost to the public through the dedication of 30 volunteer docents, who have contributed over 515 hours so far in 2025. Built within Kit Carson Park, the Magical Circle remains open year-round with regular public hours and by appointment for private tours.

Escondido Students Recognized in Fire Prevention Week Contest
Escondido elementary students are putting fire safety into practice this month through a poster contest focused on creating Home Fire Escape Plans. The contest, sponsored by the Escondido Fire Department in partnership with the Firefighters Association Local 3842 and Tony Pepperoni, invited 3rd graders from four local schools to illustrate the importance of knowing two ways out of every room, having working smoke alarms, and setting a safe family meeting place.
First- and second-place winners from each school will be honored at the Escondido City Council meeting on Wednesday, October 15, at 5:00 p.m., during the City’s Fire Prevention Week Proclamation.
This year’s Fire Prevention Week theme, “Charge into Fire Safety™: Lithium-Ion Batteries in Your Home,” highlights how to use and recycle rechargeable batteries found in everyday devices safely.
“Lithium-ion batteries are powerful, convenient, and just about everywhere,” said Escondido Deputy Fire Chief Tyler Batson. “By following simple steps, Buy, Charge, and Recycle Safely, families can reduce fire risks in their homes.”
Top Battery Safety Tips:
- Buy safely: Choose products with a recognized testing lab mark.
- Charge smart: Use the original cord, charge on hard surfaces, and unplug when full.
- Recycle right: Never throw batteries in the trash; take them to a proper recycling location (visit call2recycle.org).
The Escondido Fire Department reminds residents that while safe battery use helps prevent many fires, having a Home Fire Escape Plan is still essential for every household.

News Release - Residential Structure Fire September 27

On September 27, 2025, at approximately 3:56 p.m., North Comm Fire Communication Center received a report of a fire in a home in the 600 block of S. Upas St. The first arriving engine Captain reported a single-story, single-family residence with smoke coming from the front of the home.
Immediately after arrival, the first arriving engine Captain was told there was a victim in the residence. Firefighters performed an aggressive interior fire attack and search. Unfortunately, the victim was found deceased. Firefighters were able to contain the fire in approximately 15 minutes. Crews were on scene for one hour performing salvage, overall, and ensuring that the fire was completely extinguished.
In all, four fire engines, one ladder truck, one rescue ambulance, and two Chief Officers responded to the fire.
The cause of the fire is under investigation. There were no injuries to firefighters.
Fire Safety Message: All homes should have working smoke alarms. They are inexpensive, reliable, and proven to save lives!

Notice: Temporary Aesthetic Issue with Imported Water Supply
The City of Escondido is currently experiencing an aesthetic issue with its imported water supply from the San Diego County Water Authority. Since Monday, September 22, the City has received a small number of resident questions regarding taste and odor.
City water treatment plant staff have already implemented process adjustments to minimize both the duration and the impact of this issue.
It is important to note that the water remains completely safe to drink and continues to meet all state and federal water quality standards.
This is strictly an aesthetic concern with no impact on public health.

Emergency Trunk Sewer Replacement Construction Begins September 2
The City of Escondido is continuing essential work on the Emergency Trunk Sewer Replacement Project (ETSRP) in two new areas starting Tuesday, September 2, 2025. This project addresses a failed sewer line that is critical to the City's wastewater system and includes two construction zones:
📍 East Valley Parkway (Beech St. to Fig St.)
- Scope: Replacement of approximately 1,930 feet of trunk sewer main.
- Work Hours: Overnight, from 8:00 p.m. to 6:00 a.m., Monday through Friday.
- Purpose: Nighttime work is planned specifically to minimize impacts to daytime traffic and lessen disruption to our local businesses.
- Traffic Impacts: Expect lane closures (including turn pockets) in both directions on East Valley Parkway.
- Noise Impacts: Nighttime construction will include heavy equipment, excavation, and truck activity.
📍 North Fig Street (between Washington Ave. and Valley Pkwy)

Escondido Fire Department Launches New Community Risk Reduction Division
Escondido, CA — The Escondido Fire Department is proud to announce the creation of a new Community Risk Reduction (CRR) Division, a forward-looking effort to reduce emergencies before they happen and strengthen community resilience.
The CRR Division will oversee both the Fire Prevention and Emergency Management programs, bringing them together under one umbrella to better serve the City of Escondido. The initiative reflects a growing need to address a broad range of risks beyond traditional fire prevention.
“Today’s public safety challenges are more complex than ever,” said Fire Chief John Tenger “Our community faces risks from structure fires, wildfires, hazardous materials, battery-related fires, and natural disasters. The CRR Division allows us to take a proactive, coordinated approach to prevention, education, and preparedness.”
The new division will focus on:
- Expanding fire and hazard prevention through inspections, safety programs, and code compliance.
- Community education and readiness efforts, including wildfire safety, home fire prevention, and disaster preparedness events and meetings.
- Building stronger partnerships with local schools, businesses, and community organizations to reduce risks citywide.
- Enhancing emergency preparedness for natural disasters and emerging hazards.
By combining prevention, public education, and emergency management, the CRR Division represents a major step toward making Escondido safer for residents, businesses, and visitors alike.

Construction continues along the Creek Trail, with active work zones throughout the project area. Here's what you can continue to expect over the next two weeks:

Significant heat is returning to Southern California later this week, peaking Thursday. Inland areas will reach into the mid-90s to mid-100s. Temperatures gradually cool into the weekend. Remember to take steps to prepare and keep you and your family cool and hydrated!
Heat can be very taxing on the body. Everyone is vulnerable to heat, but some more so than others. According to The Impacts Of Climate Change On Human Health In The United States: A Scientific Assessment, the following groups are particularly vulnerable to heat:
- Young children and infants are particularly vulnerable to heat-related illness and death, as their bodies are less able to adapt to heat than are adults.
- Older adults, particularly those with pre-existing diseases who take certain medications, are living alone or with limited mobility, and are exposed to extreme heat can experience multiple adverse effects.
- People with chronic medical conditions are more likely to have a serious health problem during a heat wave than healthy people.
- Pregnant women are also at higher risk. Extreme heat events have been associated with adverse birth outcomes such as low birth weight, preterm birth, and infant mortality, as well as congenital cataracts.

Help Shape Escondido’s Wildfire Preparedness
The City of Escondido is currently working in collaboration with local communities, fire protection districts, and City staff to develop the 2025 City of Escondido Community Wildfire Protection Plan Update (CWPP). A CWPP is designed to assist the City and property owners in mitigating wildfire risk by assessing areas at risk and recommending measures to decrease those risks. You (the public) can play a part in crafting fire mitigation recommendations to reduce risk in your community. Read below to find out more about the collaborative Community Wildfire Protection Plan process and public involvement.
What Does a Community Wildfire Protection Plan Do?
- Identify areas at risk for wildland fire
- Make recommendations for hazardous fuels treatments (vegetation thinning)
- Prioritize areas for wildfire mitigation funding
- Make recommendations for homeowners to reduce fire risk
- Ask the public to share ideas about wildfire prevention and identify community values at risk
The CWPP will guide future wildfire preparedness and risk reduction efforts, helping the City and property owners make informed decisions.
The Goals and Objectives of the City of Escondido CWPP Are:
- Wildfire risk: Use a scientific analysis of the fire behavior potential of the study area (in addition to other attributes) to establish wildfire risk across the planning area from low to extreme.
- Identify values at risk: Use wildfire risk modeling to create recommendations which aim to mitigate undesirable fire effects to identified values at risk.
- Community risk assessment: Use community data, wildfire risk modeling, and Core Team expertise to rate the community’s risk and create recommendations.
- Develop recommendations: Provide the City of Escondido with a priority list of recommendations that covers relevant wildfire risk reduction strategies.
- Alignment with future/existing planning: Ensure proposed strategies align with existing city-wide management plans and resource management objectives.
- Community awareness: Promote community awareness, action, and resilience to enhance the self-efficacy of the community when it comes to wildfire risk.
- Strategic risk management: Provide strategic wildfire risk reduction suggestions that will, if implemented by the city and the Core Team, enhance life safety for all members of the community as well as first responders.

Residential Structure Fire - August 6
At approximately 4:30 a.m. on August 6, 2025, the North Comm Fire Communication Center received an automatic fire alarm notification from an apartment located at 511 E. Grand Avenue, Unit #312 Escondido, CA 92025. This incident was quickly upgraded, and a first alarm structure response was dispatched.
Upon arrival, the first-in Captain reported visible smoke on the third floor of the building. Fire personnel located a fire that had occurred in Unit #312 and was successfully extinguished by the apartment’s automatic fire sprinkler system.
Firefighters quickly secured the sprinkler system, performed overhaul operations, and confirmed that the fire had not extended into the walls or adjacent areas. While the unit sustained minor smoke and fire damage, the building experienced significant water damage as a result of the sprinkler activation.
There were no injuries to civilians or fire personnel. Three residents were displaced due to the incident and are receiving assistance from the American Red Cross.
The Escondido Police Department assisted with traffic control in the area, and the cause of the fire remains under investigation.
Safety Reminder:The Escondido Fire Department reminds the community to regularly check and maintain smoke alarms in all living spaces. Working smoke alarms provide early warning and can save lives in the event of a fire.

What is a CWPP? (PDF)
The CWPP provides a comprehensive scientifically-based analysis of wildfire related hazards and risks in the Wildland Urban Interface (WUI) areas of our community.
What does the CWPP provide?
This CWPP will assess all aspects of the wildfire threats and factors to Escondido including updated and enhanced data for vegetation management, new building development planning, emergency response strategy and tactical decision making, ongoing community education, and property owner information and empowerment. The comprehensive plan will also highlight existing areas with fire resistant landscapes, fire adaptive communities, and will assess the Escondido Fire Department’s, along with our regional partner’s, wildfire response to ensure safety and efficiency for our residents and business owners.

Residential Structure Fire - August 4
On August 4, 2025, at approximately 4:35 a.m., the North County Dispatch Communication Center received a report of a possible fire at 2119 Teal Glen Escondido, CA 92026 and dispatched a structure fire response. The first arriving officer reported a single-story, single-family residence with smoke and fire showing from the front of the home.
Aggressive action by the firefighters contained and controlled the fire in approximately 30 minutes. The home sustained extensive fire damage throughout the dwelling. There were no injuries to firefighters or civilians. In all 4 fire engines, 1 truck company, 1 rescue ambulance and 2 Battalion Chiefs responded to the fire.
The cause of the fire is under investigation.
A gift card was from the California Fire Foundation was provided for immediate emergency aid to the residents.
Fire Safety Message: All homes should have working smoke alarms. They are inexpensive, reliable and proven to save lives!

City of Escondido Announces Appointment of New Chief of Police
Escondido, Calif. — After a comprehensive and competitive recruitment process, the City of Escondido is pleased to announce the appointment of Ken Plunkett as its new Chief of Police. Chief Plunkett brings more than 27 years of law enforcement experience and a distinguished record of public service, leadership, and community engagement.
The position has been vacant since December, when former Chief Edward Varso retired, and Chief Plunkett’s appointment marks a significant milestone for the Police Department and the community. His leadership comes at a time of great opportunity to further strengthen public safety, community trust, and organizational excellence within the department.
Chief Plunkett most recently served as Police Captain for the City of West Covina, where he held command-level responsibility over both the Patrol Operations and Investigative & Support Services Divisions. Over the course of his career, he has served in a broad range of assignments from SWAT operations and field training to managing internal affairs, professional standards, and technology systems. His deep understanding of public safety operations and commitment to ethical policing have earned him the respect of colleagues and community members alike.
“We are thrilled to welcome Chief Plunkett to Escondido,” said Sean McGlynn, City Manager. “He is a proven leader with a collaborative and community-focused approach. His extensive experience, strategic mindset, and passion for public service make him the right person to lead our department forward.” Sean continued, “I also extend my appreciation to Captain Erik Witholt, Captain Ryan Banks, and retired Captain Kevin Toth for their dedicated service as Interim Chiefs during the recruitment process.”
Chief Plunkett began his public safety career as a Fire Explorer in 1994 before transitioning to law enforcement in 1998 with the Los Angeles Police Department. He has since served more than 25 years with the West Covina Police Department, rising through the ranks and demonstrating a steadfast commitment to public safety and professional development. He holds both Bachelor’s and Master’s degrees from California State University, Long Beach, and is a graduate of the prestigious POST Command College (Class 67).
Chief Plunkett will assume his new role on September 2 with a starting salary of $290,000.

Temporary Closure: Dixon Lake – Thursday, July 24 for the Delivery of our New Ranger Station
To ensure public safety during construction, Dixon Lake will be closed to all visitors on Thursday, July 24.
Exciting news! A new Ranger Station is being delivered this week. The new building is coming in large sections and will be transported through the area as an oversized load. Due to the size and logistics involved, Dixon Lake will be closed during delivery and installation.
- Access to Daley Ranch and the Daley Ranch parking area will remain open on Thursday, July 24.
- La Honda Drive will experience intermittent rolling road closures in the late afternoon/evening.
- Delays along La Honda Drive are expected to be 15 minutes from El Norte Parkway to Dixon Lake while the new Ranger Station is being delivered.
The new Ranger Station will provide all visitors with better access to the Lakes staff as well as support all our exciting programs at Lake Dixon and Daley Ranch.

2025 WaterSmart Landscape Contest Winner
Yannick’s landscape transformation process included research on drought-tolerant plants, plant groupings, soil types, and how to use compost and mulch to enhance water efficiency. Visits to local demonstration gardens provided him with a little extra inspiration as he began curating a selection of manzanitas, native irises, yarrows, monkeyflower, and multiple varieties of sages. Even one patch of lawn that was left aesthetically unchanged has had its own incognito transformation: Yannick replaced this section of grass with 250 Dwarf Carpet of Stars plants – a succulent with a close-growing pattern that not only supports foot traffic, but also leaves no room for weeds to grow up in between. The plants are now slowly growing in, and once they do, it will look as if the lawn never left!
Although Yannick and his wife decided against removing the existing mature palm trees and added a variety of fruit trees and other edible plants alongside the drought-tolerant backdrop, Yannick still found ways to keep the use of potable water to a minimum. By capturing rain and gray water, and installing a 2650-gallon rain water tank for storage, the garden makes the most of reclaimed water from roof runoff. Water collected in the tank, along with a simple graywater system that reclaims the household’s shower water, is used to irrigate the east side of the garden. Yannick installed a separate graywater system for the laundry machine, which irrigates the garden in the front yard.
Yannick feels rewarded not only by the beauty of the garden, but also by the knowledge that his work to craft a resilient home landscape will contribute to broader efforts by gardeners everywhere to make a more sustainable future.

News Release - Vegetation Fire
On July 11, 2025, at 9:13 pm, North Comm Communication Center received a report of a possible vegetation fire in the area of Del Lago Blvd. near the rear of the mall. A vegetation response was dispatched. The first arriving Officer reported an active fire in approximately 1/4 acre of heavy brush burning at a slow rate of spread, and no structures were threatened.
The firefighters accessed the scene and quickly extinguished the fire. Crews remained on scene for 1 hour mopping up hot spots. The final size of the fire was 1/4 acre, 5 engines,1 Water Tender, and 1 Chief Officer assisted with the fire. Units from Escondido Fire, Cal Fire, and Rancho Santa Fe were utilized, as well as Escondido Police, who assisted with traffic control.
There were no injuries to civilians or firefighters. The cause of the fire is under investigation.

New Short-Term Rental (STR) Ordinance is Now in Effect
Big update for short-term rental operators in Escondido!
The City Council unanimously approved updates to the STR ordinance earlier this year (5-0 on Jan. 29), with a first reading on June 11 (also 5-0). The second reading is scheduled for July 16. You can watch that those meetings here: https://escondido.12milesout.com/
The updated ordinance officially went into effect on July 1.
As of today (July 7), the STR permit portal is OPEN! If you operate a short-term rental in Escondido, now is the time to apply for your permit and make sure you're in compliance. The process is quick and easy, and our team is here to support you every step of the way.

Escondido Creek Trail Improvements Continue
Upcoming work
Construction continues along the Creek Trail, with active work zones throughout the project area. Here's what you can continue to expect over the next two weeks:
- Steel fence post installation from Date to Ash Streets
- Wayfinding sign installation between Broadway Avenue and Ash Street
- Irrigation work from Fig to Rose Streets
- Cable railing installation and fence removal from Fig to Ash Streets
- Trenching for electrical conduits from Rose Street to Midway Drive
- Grading and placing gravel base (Class II base) Date to Ash Streets
Construction will pause for the July 4th holiday, but equipment and materials will remain on-site. Please continue to use caution when passing through the area.
Trail users should anticipate the following impacts:
- Periodic short-term closures during irrigation and fence work.
- Cable railing work will require 24-hour closures for public safety, with each section taking 4–5 working days to complete.
Please pay attention to road signs in the area for the most up-to-date information on Creek Trail access.
Recently completed
Crews continue to make steady progress along the Escondido Creek Trail, completing several key improvements over the past few weeks:
- Installation of cable railing between Broadway Avenue and Juniper Street and Hickory and Fig Streets. This section of the trail is now reopened to the public.
- Steel fence installation between Broadway Avenue and Date Street on the north trail.

Private Use of Fireworks is Prohibited in Escondido
As the Fourth of July holiday approaches, residents and visitors are reminded that all fireworks are illegal to purchase, possess or use in Escondido and throughout San Diego County. That includes firecrackers, cherry bombs, bottle rockets and even sparklers.
“Fireworks are extremely dangerous and their use can easily cause serious injuries and start fires” said Escondido Fire Chief, John Tenger. “Everyone needs to remember that ALL fireworks are illegal in San Diego County, and for good reason. Considering the dry grass and brush in and around Escondido, anyone thinking about buying and using illegal fireworks needs to understand that negligently causing a fire can result in criminal and financial consequences.”
In addition to property damage, fireworks can also cause serious injuries. According to the National Fire Protection Association (NFPA), thousands of people, including children and teens, are injured every year while using consumer fireworks. Even something as “harmless” as a sparkler, which burns at over 1,200 degrees Fahrenheit, can cause critical injuries and pose a serious fire hazard. Additionally, the NFPA states that nationally two out of five fires reported on Independence Day are started by fireworks.
The Escondido Fire Department is kicking off its annual Fireworks Collection Campaign this week. Escondido residents can turn in fireworks, no questions asked, from Saturday, June 21 until Saturday, July 5 at any Escondido Fire Station. The purpose of the Fireworks Collection Campaign is to reduce the number of fires and injuries caused by illegal fireworks. For more information, Escondido residents are encouraged to call the Escondido Fire Department at 760-839-5400. Residents of other cities are encouraged to contact their own local Fire Departments for more information about fireworks in their jurisdictions.
The City of Escondido is excited to be hosting a free, professional fireworks show to celebrate Independence Day. The California Center for the Arts, is also hosting free activities in Grape Day Park leading up to the fireworks. The community is welcome to enjoy the fireworks show from anywhere in central Escondido including Grape Day Park. The fireworks will be launched from their typical location in the Woodward Avenue parking lot at 9 p.m. on Friday, July 4. Grape Day Park will be open past dusk with traditional regulations in place – no dogs, BBQs, or alcohol. News Release - Vegetation Fire
On June 14, 2025, at 2:00 PM, North Comm Communication Center received a report of a possible vegetation fire in the area of 1616 Madrone Glen. A vegetation response was dispatched. The first arriving Company Officer reported an active fire, approximately one-half acre of light fuels burning at a rapid rate of spread, with an immediate threat to structures.
The fire was contained in 2 hours. The firefighters’ decisive actions prevented damage to any structures. The final size of the fire was 1.5 acres. 15 engines, 4 Chief Officers, and air assets from Cal Fire assisted with the fire. Units from Escondido, San Marcos, Cal Fire, Oceanside, and Rancho Santa Fe were utilized. Escondido Police assisted with traffic control.
There were no injuries to civilians or firefighters. The cause of the fire is under investigation.

ESCONDIDO, CA – June 13, 2025 – The City of Escondido is happy to announce the highly anticipated completion of Phase II of the Grand Avenue Vision Project, marking a significant milestone in the revitalization of the City's historic downtown. This transformative project aims to revitalize and enhance the heart of downtown Escondido, creating a vibrant, pedestrian-friendly destination for residents and visitors alike.
To mark this significant milestone, the City hosted a special ribbon-cutting ceremony and community celebration on June 13th to commemorate this milestone. The event highlighted the new improvements to Grand Avenue, followed by a Cruisin' Grand Procession. This procession featured emergency vehicles and vintage fire trucks taking an inaugural drive through one of the new roundabouts, showcasing the project's enhancements and ushering a new era for downtown Escondido.

Trail users should anticipate the following impacts:
- Broadway Avenue to Juniper Street will be closed this weekend as installation of new cable railing is almost complete in this area. Work in this area is expected to be complete by Wednesday, June 18.
- Cable railing removal/replacement will require 24-hour closures for public safety, with each section taking 4–5 working days to complete.
- Periodic short-term closures during irrigation work.
- Eight (8) hour trail closures during crack sealing and seal coating.
- A long-term closure remains in place on the north side of the trail from Fig to Date Streets, for an adjacent project repairing sewer lines.
- This includes closed access from the Elm Street footbridge, the cul-de-sac at Date Street (north side) and closure of the Date Street Bridge.
- The closure will remain in place for at least one month as crews begin extensive work in the Date Street Bridge area

- This includes closed access from the Elm Street footbridge, the cul-de-sac at Date Street (north side) and closure of the Date Street Bridge
- The closure will remain in place for at least one month as crews begin extensive work in the Date Street Bridge area
- The south side of the trail at Fig Street will also be closed for up to two weeks by an adjacent sewer maintenance project, with a detour directing trail users to either Washington Avenue or Valley Parkway. Signage will direct trail users during these temporary closures
- Periodic short-term closures during irrigation work
- Eight (8) hour trail closures during crack sealing and seal coating
The bike path on the south side of the creek will remain open, except for the segment between Date and Fig Streets, which will be closed due to the sewer repair work. Please pay attention to road signs in the area for the most up-to-date information on Creek Trail access.

Escondido Fire Department Receives Grant from SD Regional Fire Foundation
Escondido Fire Department Receives $19,000 Grant from San Diego Regional Fire Foundation for Life-Saving Technical Rope Rescue Equipment
Escondido, CA – The Escondido Fire Department recently received a generous $19,000 grant from the San Diego Regional Fire Foundation. The funding was used to purchase advanced rope rescue equipment, including specialized descent and belay devices, along with 5,000 feet of 11mm life-safety rope. These tools will enhance the department’s ability to perform complex rescues in challenging environments such as cliffs, buildings, and confined spaces while offering improved safety and efficiency for both rescuers and those being rescued.
The mission of the Escondido Fire Department is to save lives and protect property through prevention, preparedness, education, and response. The addition of this advanced rope rescue equipment will allow our personnel to meet our mission statement more safely and effectively, and is deeply grateful to the San Diego Fire Regional Foundation for their continued support of firefighter safety and public service.
“This grant allows us to equip our firefighters with the tools they need to perform the most technical rescues with greater safety and confidence,” said Fire Chief John Tenger. “We are incredibly thankful for the San Diego Regional Fire Foundation’s support. Their continued investment in firefighter safety directly benefits our community and helps us save lives more effectively.”
This is not the first time the Escondido Fire Department has benefited from the Foundation’s generosity. In 2022, the department received a grant of nearly $35,000 to purchase battery-powered extrication tools, which significantly enhanced vehicle rescue capabilities and responder efficiency.
The San Diego Regional Fire Foundation has been a long-time partner and advocate for fire departments throughout the region, helping agencies like the Escondido Fire Department secure the resources they need to keep pace with evolving challenges and maintain high standards of emergency response.

2025 "Love Water, Save Water" Poster Contest Winners
Twelve 4th grade students were recognized at the City of Escondido’s May 21st City Council Meeting, three of whom were announced as this year’s 1st, 2nd, and 3rd place winners of the City’s annual 4th grade Water Awareness Poster Contest. These three winners will have their artwork featured in the 2026 North County Water Agency Water Awareness Calendar.
The contest is a part of the City’s Water Science Education Program, which offers free presentations on a variety of water science topics to elementary school classrooms. Throughout the school year, City staff provide free water science presentations on a variety of topics from the water cycle to the water treatment process to elementary school students. The contest theme “Love Water, Save Water” invites 4th grade students to consider what they’ve learned about water and to illustrate the value of our water resources.
City staff reviewed nearly 100 entries, which depicted messages of pollution prevention and water conservation. Posters were judged on artistic skill, creativity, and representation of the theme.

News Release - Residential Structure Fire
On May 23, 2025 at approximately 07:16 p.m., Escondido Fire Department was dispatched to a commercial structure fire at 843 S Escondido Blvd. Initial reports from North Comm Dispatch indicated that multiple explosions had occurred and that the entire building was burning. The first arriving unit found a commercial strip mall with 1 unit fully involved. Due to the potential for the fire to spread and the size of the building, a second alarm was also requested.
Aggressive action by firefighters located, contained and controlled the fire and kept it from spreading to the entire building. The main fire unit was destroyed and the adjoining unit suffered structural damage. In all 9 Fire Engines, 2 Truck Companies, 2 Rescue Ambulances and 3 Battalion Chiefs responded to the fire. No injuries were reported.
Escondido Police units provided road closures and assistance was provided by San Marcos Fire Department, Rancho Sante Fe Fire Department, and San Diego City Fire Department.
The cause of the fire is under investigation.

Grand Avenue Construction Update - 5/15
Construction Updates
We are excited to announce that this is the final weekly construction update! Crews opened Grand Avenue nearly two weeks ago and completed the majority of their work. This week crews finished sidewalk cleaning and sealing and will continue stripping. Crews will also finish adding rock mulch in the landscaped areas to protect the newly planted vegetation and conserve water. Over the next couple months, landscaping crews will monitor the new vegetation to ensure the plants continue to thrive.
In the coming weeks, crews will continue adding the final touches to Grand Avenue, including replacing decorative shrouds at the base of streetlights from Kalmia to Broadway Streets; installing four new streetlights in the Kalmia roundabout; and fixing the string lights. Crews anticipate installing decorative fencing outside businesses from Kalmia to Broadway Streets by early June, and Broadway to Maple Streets by the end of June. We appreciate your patience as this exciting project comes to a close and hope you enjoy the vibrant atmosphere of Downtown Escondido!

The Grand Avenue Vision Project is all about preserving Escondido’s historic small-town look and feel while infusing new energy and vibrancy into the heart of Escondido. This exciting initiative aims to transform Grand Avenue into a welcoming and pedestrian-friendly corridor and boost the economic vitality of our downtown area.
Construction Hours and Details
Construction will take place Monday through Friday from 6:00 a.m. to 2:30 p.m. During construction, Grand Avenue will be closed to through traffic. However, pedestrian access will remain open to all businesses.
Free parking is available throughout the duration of the project and can be found using the interactive parking map. Please be sure to observe all traffic control signs and do not move traffic cones or barriers. To help protect public safety, please remain on the designated pedestrian walkways.

Residential Structure Fire - May 10
On May 10, 2025 at approximately 07:14 p.m., North Comm Dispatch received a report of a fire at 1342 N Escondido Blvd. A structure fire response was dispatched to the location. The first arriving Captain found a small fire in a second-floor apartment and several rooms and hallways filled with smoke. One sprinkler head was fused during the fire and was effective in keeping the fire from spreading.
Aggressive action by the firefighters contained and controlled the fire in approximately 1 hour. There were no injuries to firefighters or civilians. Multiple residents of the facility where temporarily evacuated and relocated to uninvolved areas of the facility. 7 units were damaged by water and the residents were relocated to vacant units within the facility.
4 engines, 2 trucks, 1 ambulance and 1 Battalion Chief responded to the incident.
Escondido Police units provided road closures.
The cause of the fire is under investigation.

Grand Avenue is officially open! Last Friday afternoon, crews reopened the street between Broadway and Maple. This week, crews are continuing to add the final touches to Grand Avenue's new look including sidewalk cleaning and sealing, street striping, and other miscellaneous tasks to make sure all work is complete.
Looking ahead, crews will continue adding decorative fencing outside of businesses. Crews are also working hard on lighting including installing four new street lights in the Kalmia roundabout, replacing decorative shrouds at the bottom of street lights between Kalmia and Broadway, and fixing the string lights over the street. Over the next couple of months, landscaping teams will conduct weekly inspections of the new greenery to ensure that all plants are thriving. We appreciate your patience and hope you enjoy the new Grand Avenue!
Opportunity for Businesses: On a first come, first served basis, businesses can pick up the old wine barrels that used to run along Grand Avenue for free. Please note that the barrels cannot be used in place of the decorative fencing currently being installed and placement in any right of way areas will require City approval. Please note that the barrels weigh approximately 200 pounds each. If you are interested in the barrels for your business, please contact Skylar at 972-989-1325 for more information and to schedule a pickup.

Temporary closures ahead as Escondido Creek Trail improvements progress
Upcoming work
Construction continues along the Creek Trail, with active work zones throughout the project area. Here's what to expect over the next two weeks:
- Placement of decomposed granite and geotextile fabric from Broadway to Hickory Streets
- Steel fence post installation from Broadway to Juniper Streets
- Cable railing installation from Broadway to Hickory Streets
- Storm drain work, excavation, fine grading and concrete forming for new walkways between Fig and Date Streets
- Irrigation work from Juniper to Fig Streets
- Trenching for electrical systems from Date to Harding Streets
- Excavation work from Date to Ash Streets
Trail users should anticipate the following impacts:
- Short-term closures during irrigation and decomposed granite placement work
- Eight (8) hour trail closures during crack sealing and seal coating
- Potential 24-hour closure of the north trail between Hickory and Harding Streets
- Flaggers will be on site to direct trail users during these temporary closures.
- Sewer repair (as part of a separate project) has closed the south side of the trail from Fig to Date Streets. Work is expected to last about one week.
Please pay attention to road signs in the area for the most up-to-date information on Creek Trail access.
Recently completed
Crews continued installing cable railing along the south side of the Creek Trail between Broadway and Juniper Streets. Irrigation system work progressed between Juniper and Fig Streets, along with ongoing electrical improvements throughout the area.
Crack sealing and seal coating began, with full-day trail closures implemented between Harmony Grove and Quince Street during application. Trenching operations between Juniper and Fig Streets resulted in temporary closures, with flaggers on site to safely guide trail users through the area.
Additional work completed over the past few weeks included:
- Demolition of the existing asphalt maintenance road on the north side of the creek from Date to Ash Streets
- Placement of geotextile fabric and decomposed granite, clearing and grubbing and excavation for new walkways
- Fine grading and forming for new concrete walkways

How to Protect your Home Garden from Invasive Species this Gardening Season
California Residents Encouraged to Take Precautions to Protect Home Gardens from Invasive Species Amid Spring Gardening Seasons
As gardening season blooms across California, officials with the California Department of Food and Agriculture (CDFA) are urging residents to stay alert and take action to prevent the introduction of invasive fruit flies and other pests, which can threaten backyard gardens and the state’s robust agricultural landscape.
Invasive fruit flies are tiny pests no bigger than a grain of rice that can infest and ruin over 250 types of produce. They lay their eggs under the skin of produce, where the developing maggots tunnel and feed, making it unfit for human consumption.
Following an unprecedented spike in fruit fly detections in 2023 and 2024, California established several quarantine areas to slow the spread of these harmful insects. Now, as Californians eagerly return to their gardens this spring, CDFA is reinforcing the importance of prevention to keep destructive pests out of the state.
As California residents look to freshen up their garden or cultivate their first garden, CDFA is offering best practices residents can follow to help protect their backyard harvest, including:
- Please do not bring or ship produce, plants or other natural materials into California from other states or countries, as they could unintentionally spread destructive pests.
- Purchase plants, produce, seeds or other natural materials from local, licensed nurseries and retailers. To find a licensed nursery near you, visit CDFA’s Directory of Licensed Nurseries.
- Learn what to look for, inspect homegrown produce for signs of invasive fruit flies or maggots, and report findings to the CDFA Pest Hotline at 1-800-491-1899.
While it might seem harmless to receive these items via mail from unverified sources or from unlicensed retailers, the most common pathway for these invasive pests to enter the state is by “hitchhiking” in fruits and vegetables shipped illegally or brought back by travelers from areas where the flies are native. The pests’ presence in California could limit residents’ ability to grow produce at home, while causing irreversible damage to California’s agricultural industry.
Two invasive fruit fly quarantines remain in California – a Mediterranean fruit fly quarantine in portions of Alameda and Santa Clara counties and an Oriental fruit fly quarantine in portions of Orange County.
For residents living in the existing quarantine areas:
- Please do not move homegrown fruit, vegetables or soil from your property, as it could unknowingly spread invasive fruit flies to other properties or neighborhoods.
- Support agriculture crews working to protect your garden.
- Remove mature produce or produce that has fallen to the ground by double bagging and disposing in the regular waste bin, not the green waste bins.
“Protecting California from invasive pests requires collaboration and vigilance,” said Victoria Hornbaker, director of CDFA’s Plant Health and Pest Prevention Services Division. “Whether you grow your own produce or simply enjoy California-grown fruits and vegetables, we all have a role to play in preserving the health of our agriculture and environment.”

Grand Avenue Construction Update - April 24
Construction Updates
Construction is wrapping up along Grand Avenue! Crews finished concrete work on sidewalks between Broadway and Maple and are now adding the final touches to joints and applying sealants. Over the next week, crews will also finish asphalt and striping work on the road.
Crews have finished planting along Grand Avenue and are adding a decorative layer of rock mulch to the green areas. Additionally, crews will continue installing decorative fencing from Kalmia to Maple and expect to finish in early May. All streets along Grand Avenue are expected to open next week! Crews finished decorative sandblasting around the tree wells and are now focused on the designs around the Broadway roundabout. We appreciate your patience as we wrap up these exciting new additions!
Traffic Reminders: While construction is still ongoing, please be aware that through traffic is closed from Kalmia to Maple and at the Broadway intersection along Grand Avenue. There are alternative routes available at Valley Parkway and 2nd Avenue. Please remain aware of all traffic signage and construction efforts. While most pedestrian barricades have been removed, please be aware of closed areas and stay on designated walkways.

The finish line is in sight on Grand Avenue! This week, weather permitting, crews are adding final touches to the new sidewalks between Broadway and Maple — applying sealants, grouting, pressure washing, and removing pedestrian barricades from Broadway to Maple. Crews are also installing sidewalk pavers at the corner of Maple and Grand.
Additionally, crews are adding landscaping and irrigation from to Broadway to Maple. They will finish installing the decorative fencing between Kalmia and Broadway. Early next week, crews plan to place the last layer of asphalt to the road from Broadway to Maple. Rain is expected at the end of this week, so some work may be delayed. All streets are still expected to open at the end of April!
Last week, crews began sandblasting, a technique that uses a high-pressure stream of abrasive material to etch decorative designs and words into the concrete. Crews are currently working on tree wells between Juniper and Kalmia and the Broadway roundabout. They expect to finish this process next week. We appreciate your patience as we complete this exciting transformation!

Residential Structure Fire - 4/14/2025
On April 14, 2025 at approximately 02:00 p.m., North Comm Fire Communication Center received a report of a fire in a home in the area of the 400 block of W 8th Ave. The first arriving engine Captain reported a single story, single-family residence with smoke coming from the rear of the home.
Firefighters were able to contain the fire to the laundry room in approximately 20 minutes. Crews were on scene for one hour performing salvage, overall, and ensuring that the fire was completely extinguished.
All occupants were able to exit the structure without injury. In all, 3 fire engines, one ladder truck, one rescue ambulance, and one Chief Officer responded to the fire.
The cause of the fire is under investigation.
Three adults and two children were displaced because of the fire and are receiving assistance from the Red Cross. The immediate needs of the family were assisted with donated funds from the California Fire Foundation.

Residential Structure Fire - 4/13/2025
On April 13, 2025 at approximately 3:30 AM, a structure fire was reported at 1193 15th Avenue in the City of Escondido. A full structure fire response from the Escondido Fire Department along with units from Rancho Santa Fe and San Marcos Fire Departments. The first Engine Company to arrive reported a working fire in a two-story single-family house.
Firefighters made entry into the structure and encountered intense fire conditions with extension into the attic causing structural instability. Firefighters were forced to exit the structure and assume a defensive strategy. It took 20 Firefighters nearly an hour to contain the blaze. Salvage and overhaul operations continued for another 4 hours.
Fortunately, the homeowners were able to safely escape the burning house with their dog prior to arrival of the Fire Department. No civilians or Firefighters were injured during the incident.
Additional assistance was provided by the Escondido Police Department and SDG&E. Two adults and a dog were displaced as a result of the fire. Assistance with their immediate needs was provided by the American Red Cross.

Earthquake Information for Escondido Residents
Update 4/14 at 1:45 p.m.
Following this morning’s earthquake, the City temporarily activated our Emergency Operations Center to monitor any impacts. After assessments of buildings and major infrastructure, we officially closed the EOC at 12:45 p.m. with no major damage reported. We received no calls for damage or injuries as of this update. The City received one call of rocks that had fallen into the roadway on Lake Wohlford Road and debris have been cleared.

Escondido Library is on the Move!
Escondido Public Library Announces Temporary Closure, Relocation to North County Mall, and Interim Services at Pioneer Room
The Escondido Public Library is set to undergo significant infrastructure repairs and upgrades in 2025. To ensure continued service during this period, the Library will temporarily relocate to a space within North County Mall, with operations expected to commence on May 27, 2025, and continue for approximately one year.
Key Dates and Services:
- April 25, 2025: Final day to place hold requests. Patrons are encouraged to submit any hold requests by this date to ensure availability before the move.
- April 26, 2025: Last day the main library building at 239 S Kalmia St will be open to the public before the temporary closure.
- April 28 – May 26, 2025: Limited services will be available at the Pioneer Room, located at 247 S Kalmia St. During this interim period, patrons can access: • Holds pickup for items requested by April 25. • Public computer access. • Printing services. • A limited collection of new materials for browsing and checkout.
The Pioneer Room will operate with extended hours during this time: Monday through Saturday, 9:00 AM to 6:00 PM.
- May 5, 2025: Storytime sessions will resume at the Mathes Center, located at 247 S Kalmia St, continuing the Library's commitment to early literacy and community engagement.
- May 27, 2025: The temporary library location at North County Mall will open its doors, offering a full range of library services to the community.
Returns and Due Dates:
- Items due between April 28 and May 26 will have their due dates automatically extended to May 30, 2025.
- Starting April 28, returns can be made via the outside book drop or inside the Pioneer Room. After May 27, all returns should be directed to the temporary North County Mall location.

Upcoming Work on the Escondido Creek Trail
Beginning the week of April 7, construction crews will be preparing the north bike path from Juniper to Hickory Street by working on irrigation, clearing vegetation and performing crack sealing on the pavement. Access to the trail may be limited at times. Flaggers will be on site to help direct traffic.
Over the next couple of weeks, a durable decomposed granite trail will be added along the south side of the Creek Corridor. Work is expected to take a couple of weeks and will involve laying the foundation using base materials and decomposed granite.
Please pay attention to road signs in the area for the most up-to-date information on trail access.
Upcoming work
Throughout the month of April, construction crews will continue working on the creek trail from Citracado Parkway to Midway Drive. This includes marking the trail boundaries and identifying utility locations. Additionally, crews will apply a seal coating to help extend the pavement’s lifespan.

Residential Structure Fire - April 6
On April 6, 2025 at approximately 01:30 am, units from the Escondido Fire Department were dispatched to a reported residential structure fire in the 900 block of Park Villa Pl. The first responding Engine Company reported smoke in the area, upgraded the alarm to a working structure fire and confirmed a fire in a detached garage once they arrived at scene.
Firefighters made access to the garage from a side door and were able to quickly control and extinguish the fire within a few minutes. Although some contents in the garage suffered heat, smoke and water damage the structure itself remained intact with little to no damage. Firefighters remained on scene for an hour assisting the residents and conducting salvage and overhaul operations. A fire investigator was called to the scene to determine the cause.
Residents were home at the time of the incident and were alerted to the fire by their barking dog. Fortunately, no civilians or firefighters were injured during the event. In total, 4 engines, 1 truck and 2 Battalion Chiefs were assigned. Additional assistance was provided by the Escondido Police Department, San Marcos Fire Department and SDG&E.

Grand Avenue Construction Update - Week of April 3
Construction Updates
Early next week, crews will begin adding the final decorative touches along Grand Avenue! Starting in between Juniper and Kalmia, crews will be sandblasting, a process of using a high-velocity stream of abrasive material to create designs and words in the concrete around tree wells and on the Broadway roundabout. The sandblasting process will be loud and produce dust; however, the crews will place a protective shield around the sandblasting site to minimize dust from traveling outside of the site. Business access will be maintained during the process and crews will attempt to work near businesses when they are closed. Crews will work as quickly as possible to complete this process, and we ask for your patience as we complete this step of the project!
Additionally, construction crews will continue to install decorative fencing between Kalmia and Broadway and are expected to finish by the end of next week. Landscaping crews will finish adding greenery in the same block over the course of the next week. Between Broadway and Maple, landscaping crews have started adding new greenery. Crews will continue to work on sidewalks, the road, and the new roundabout at the intersection of Grand Avenue and Broadway. Construction is progressing smoothly, and we are on track for all streets to be open by the end of April.
Traffic Reminders: Through traffic is closed between Kalmia and Maple and at the intersection of Grand Avenue and Broadway. Alternative routes are available at Valley Parkway and 2nd Avenue. Please be aware of all traffic control signs and if walking, remain on the designated walkways for your safety.

Escondido's Arts, Culture & Creativity Month has officially begun! All through April, our community will host a variety of events and activities to celebrate Escondido's vibrant culture and inspire creativity in everyone!

Measure I Reminder - New Tax Rate Begins April 1
Community reminder: Measure I goes into effect on April 1, changing Escondido's local sales tax to 8.75%.
About Measure I
In the November 2024 election, Escondido voters approved Measure I with 61.12% in favor and 38.88% against, according to the San Diego County Registrar of Voters. This measure implements a one-cent sales tax increase, raising the sales tax rate from 7.75% to 8.75%, and is projected to generate approximately $28 million annually over the next 20 years. The funds will be dedicated to improving essential city services and infrastructure.
Allocation of Funds
Revenue from Measure I will be used to provide funding for essential services such as:
- Providing public safety
- Addressing homelessness
- Improving streets, sidewalks, and infrastructure
- Increasing police, fire, and paramedic services
- Reducing traffic congestion
- Maintaining parks, trails, and open space
Citizens' Oversight Committee
To ensure transparency and accountability, the City has established a Citizens' Oversight Committee. On March 19, 2025, the following were appointed to the committee:

News Release - Residential Structure Fire

On March 27, 2025 at approximately 5:26 AM, units of the Escondido Fire Department were dispatched to a reported structure fire in the 1100 block of Suburban Hills Drive in the unincorporated county area of Escondido. The first arriving Officer reported a working fire in the garage of a single-story house.
Firefighters aggressively attacked the fire from the exterior of the home containing the fire to the garage. The main living area of the house had minor smoke damage, but the fire did not extend into the structure. Full containment of the fire was achieved in approximately 20 minutes. Firefighters remained on scene for approximately an hour performing salvage and overhaul operations.
The home was occupied by a family of 6 who were all able to safely exit the structure with their pets prior to the Fire Departments arrival. No civilians or Firefighters were injured during the incident. The American Red Cross was contacted to assist the family with temporary lodging and a California Fire Foundation $250 dollar SAVE card was issued to assist with the family’s basic needs.
Additional assistance was provided by Deputies from the San Diego County Sheriff’s Department. SDG&E personnel responded to secure both electric and natural gas service to the structure.
Fire Investigators from the Escondido Fire Department are attempting to determine the cause and origin of the fire.
Safety message: Residential smoke alarms provide early detection as well as notification to occupants allowing for early evacuation.

Grand Avenue Phase II Construction Update Week of March 27
Construction updates
We are excited to share key milestones in the ongoing construction along Grand Avenue! Construction crews will finish installing fences in Subphase 2 this week. Additionally, the landscapers will finish planting ground cover and trees in Subphases 1 and 2. New lighting and light pole banners have been installed, giving downtown Escondido a fresh, vibrant look.
This week in Subphase 3, construction crews will continue paving asphalt for new roads and pouring concrete for sidewalks. We anticipate that all streets will be open by late April!
Traffic Reminders: As construction along Grand Avenue continues, please be aware that through traffic is closed between Kalmia and Maple and at the intersection of Grand Avenue and Broadway. Alternative routes are available at Valley Parkway and 2nd Avenue. When traveling through the area, please be aware of all traffic control signs and allow for extra travel time. Construction of the Escondido Creek Trail Project now Underway
Active construction started this week on the Escondido Creek Trail project, an almost 5 mile pathway that will enhance safety, accessibility and connectivity for the Escondido community. Construction is anticipated to be completed in late 2025, pending any unforeseen delays.
What to expect:
Over the next couple of weeks, the construction team will create the new trail between Broadway and Juniper Street. Most of the work will involve clearing the landscape and bringing decomposed granite to the construction site. The granite will create a durable natural trail on the south side opposite the existing trail on the north side.
Periodic trail closures will be in place for safety reasons due to the heavy construction equipment on site. Please pay attention to road signs in the area for the most up to date information on trail access. Flaggers will be located off and on throughout the area to help direct traffic during periodic closures.
After the work has been completed between Broadway and Juniper Street, construction crews will begin the same work on the new trail between Juniper Street and Hickory Street.
Upcoming work:
Starting in late March, the construction team will begin work to fill in cracks along the paved surface of the pathway. This process helps to preserve the life of the pavement, by adding a protective filler to prevent further damage to the existing cracks. This work will close access to the trail, as construction teams will need full access to fill pavement cracks throughout the path. Later, a seal coating will be applied to extend the life of the pavement. Over the following weeks, the team will complete this same process for other sections of the trail.

News Release - Residential Structure Fire
On March 13, 2025 at approximately 8:10 PM, units from the Escondido Fire Department were dispatched to a reported house on fire in the area of Sheridan Av and Rimrock CT in the City of Escondido. The first arriving Engine Company reported a well involved attic fire.
Firefighters made an aggressive fire attack and conducted a search to ensure the residents were not inside the house. However, the fire grew rapidly compromising the integrity of the roof forcing Firefighters to exit the structure and assume a defensive posture. The main fire was knocked down in the first hour after arrival. Crews remained on scene throughout the night searching for any hidden fire.
The home was vacant due to construction. No civilians or Firefighters were injured during the incident. Assistance was provided by the San Marcos Fire Department and CalFire. SDG&E responded to secure both the gas and electric service to the house. Escondido Police Department Officers and Escondido Public Works Department provided traffic control and road closures.
The cause and origin of the fire is being investigated Escondido Fire Department Investigators.

In Subphase 3, crews are pouring sidewalks and have paved the roundabout at the intersection of Broadway and Grand Avenue. Paving along Grand Avenue between Broadway and Maple will recommence when better weather returns.

Vinehenge Play Structure Update
Changes Coming to Grape Day Park!
Starting today, February 25, crews will begin removing the Vinehenge structure and restoring the area to open space for public use. This decision, approved by the City Council on December 4, 2024, ensures the park meets current safety standards, as the structure has reached the end of its lifespan.
We know Vinehenge has been a special part of Escondido, and we’re committed to working with the community on future opportunities for this space.

The Escondido Creek Trail Project Breaks Ground
The City of Escondido is happy to announce the start of construction on the Escondido Creek Trail project. Construction crews anticipate beginning preliminary work the week of Feb. 17, with surveying the area and locating utilities. The full start of construction will begin the following week, with work taking place between Citracado Parkway and Quince Street. The project is expected to wrap up in late 2025, pending any unforeseen delays.
About the Escondido Creek Trail
This project extends from Citracado Parkway to North Midway Drive and aims to encourage safe and healthy lifestyles through an improved sense of security, enhanced street crossings, fitness and play amenities, native and CA-friendly landscaping, and further opportunities for walking and jogging. The project also aims to revitalize the Creek Trail Corridor through enhanced activities and partnerships with local businesses, artists, schools and other organizations. This project is part of a comprehensive neighborhood improvement initiative by the City of Escondido, to improve safety and ensure long-term vitality of the Creek Trail Corridor.
Project Benefits
- A more enjoyable trail: We’re enhancing the trail with new activities and partnerships.
- Beautified corridor: The Creek Trail will be transformed through artistic design elements and the planting of native, CA-friendly landscaping.
- Improved accessibility: Better signage and easier access to local businesses along the trail; new sections of decomposed granite (DG) trail will be constructed to help separate wheeled and non-wheeled users; and more lighting will brighten the trail.
- Consistent look and feel: The entire Creek Trail Corridor will have a cohesive look, feel, and overall branding.
What to expect during construction
Construction will commence at Citracado Parkway and generally move from west to east through completion at North Midway Drive. Construction hours are Monday through Friday from 7 a.m. to 4:30 p.m, with exception of City recognized holidays.
Residents can expect standard construction noise, dust and traffic delays. This construction will NOT impact access to homes and businesses.
Upcoming work
In the upcoming weeks, construction crews will begin removing sections of fence along the trail and replacing it with a temporary fence. Work will shift from Citracado Parkway and Quince Street to North Broadway and Juniper Street once this section of work is completed.

City Seeks Artists for Grand Avenue Roundabout Art Project
Escondido, CA – The City of Escondido invites artists to submit their qualifications for an exciting public art opportunity at the Grand Avenue roundabout which is currently under construction. This project will bring a sculpture to a key downtown intersection, with the artist able to add optional companion pieces, enhancing the City’s commitment to public art and community engagement.
The City is conducting a Request for Qualifications (RFQ) to identify artists capable of creating an original and impactful sculpture with the theme “Uniquely Escondido”. The Public Art Commission will review the submissions inclusive of public input and select 3-5 artists to advance to the Request for Proposals (RFP) process. During this next phase, selected artists will develop detailed proposals, which will be made available for public review and feedback.
“We are excited to invite artists to be part of this transformative project,” said Mayor Dane White. “This sculpture will live in the heart of Escondido on Grand Avenue and reflect what makes Escondido unique. Public input will play an important role in making the final selection, ensuring that the artwork reflects the spirit and character of our community.
The Public Art Commission and the City Council will evaluate the feedback and select the final artist for the project. The entire process is expected to be completed by late fall with installation to begin in January 2026.

Grand Avenue Phase II Construction Update Week of February 6
Construction Updates:
The Grand Avenue transformation is reaching exciting milestones as we move through our final stages! This past weekend marked a significant moment for our community as our teams began planting Eastern Redbud trees along Subphase 1 (Juniper to Kalmia). While these young trees may appear bare during their winter dormancy, they've been strategically planted during this optimal season. Come spring, Grand Avenue will come alive with their stunning pink-purple blooms, followed by charming heart-shaped leaves that will provide a golden canopy in fall.
Moving into Subphase 2 (Kalmia to Broadway), our progress continues. The construction team is in the final stages of concrete work, crafting expanded sidewalks that will enhance the pedestrian experience along Grand Avenue. These wider, more welcoming pathways are expected to be completed by the end of next week, possibly sooner, creating a more walkable and accessible downtown environment.
In Subphase 3 (Broadway to Maple), we're making progress while maintaining business access. This week, our team is completing demolition work, deliberately preserving sidewalks near businesses to ensure continuous pedestrian access. By mid-February, you'll begin to see the exciting outline of the new Broadway traffic circle taking shape – a feature designed to improve traffic flow and create a distinctive gateway to this section of Grand Avenue. The entire project remains on track for completion in Spring 2025, bringing your reimagined Grand Avenue to life.
For those navigating the area, please note current traffic adjustments: The Broadway and Grand intersection is temporarily closed, with Valley Parkway and 2nd Avenue serving as alternate routes. While the Kalmia traffic circle is now open and serving the Juniper to Kalmia corridor, the section from Kalmia to Maple remains closed to vehicles during construction. Pedestrians near the Broadway intersection should follow posted signage for designated walkways. Construction Details
The Grand Avenue Vision Project is all about preserving Escondido’s historic small-town look and feel while infusing new energy and vibrancy into the heart of Escondido. This exciting initiative aims to transform Grand Avenue into a welcoming and pedestrian-friendly corridor and boost the economic vitality of our downtown area.
Construction Hours and Details
Construction will take place Monday through Friday from 6:00 a.m. to 2:30 p.m. During the construction of Phase II, Grand Avenue will be closed to through traffic. However, pedestrian access will remain open to all businesses.
Free parking is available throughout the duration of the project and can be found using the interactive parking map. Please be sure to observe all traffic control signs and do not move traffic cones or barriers. To help protect public safety, please remain on the designated pedestrian walkways.

Grand Avenue Construction Update (1/24)
The new Kalmia traffic circle opens Tuesday, January 28, restoring traffic flow between Juniper and Kalmia. On the same day, we begin our FINAL construction phase between Broadway and Maple, featuring a new traffic circle at the intersection of Broadway and Grand.
Important Traffic Notice:
- The intersection of Broadway and Grand will be closed as we install a new traffic circle
- Please use detour routes on Valley Parkway or 2nd Avenue (as shown in the map). We encourage motorists to expect some additional travel time.
- Grand Avenue will be closed between Kalmia and Maple to all vehicle traffic. Pedestrian access will remain for all businesses. Please make sure to continue to support our downtown businesses during this time.
- Follow posted traffic signs for your safety
